All they need to do is delete or rename avgsrdisk. If anyone is doing a complete re-install of Windows for any reason, then just delete or rename avgsrdisk. Report the failures to this thread and maybe they will get their engineers to look at it properly.

The slowness with internet speed with VPN turned on is an expected behavior. This is because VPN encrypts traffic and data before sending it to a server. Without a signature, it's also possible the file has been modified, though more likely it's just from a distribution for which we don't have known MD5 or similar hash information available. Of course all Microsoft files aren't digitally signed, since this practice only became common sometime after the release of Windows Vista and even then was only highly recommended with Windows 8 and considered a general requirement with the release of Windows Based on the creation date of your version of the file, it's not surprising this may not have included a signature.
However, it's that very fact combined with the common abuse of such older files by malicious actors that makes it inherently suspicious. Even if the file itself itself is undamaged and otherwise valid, the more important question is where you found it located and whether it belonged in that location? If there're no other related files for an old installer from that same general date range, it would be worth examining any other files that seem to be associated with it to determine if they're suspicious as well.
In truth, this is what the potentially unwanted program status is trying to tell you, that though the file may not itself be malicious, it's purpose as an extractor for other files that conform to the CAB file format may be abused in order to try and hide other files in a packed form.
